The North Carolina Department of Revenue has an opening for an experienced Sr. Mainframe Developer to provide analysis, programming, testing, implementation, and ongoing production operational support for the Integrated Tax Administration System (ITAS) mainframe business applications system.
The purpose of the Mainframe Applications Group is to provide coding and production support for the Integrated Tax Administration System (ITAS), mainframe business applications system in use at the North Carolina Department of Revenue. Work involves application programming and development, incident response and problem resolution, maintenance and support, and application monitoring. Group members participate on related application development projects, lead technical projects and initiatives, serve as technical subject matter experts, and ensure that customer needs are met through reliable systems. This position will work on more complex problems and projects and provide guidance and support to other team members. The work to be performed is identified and prioritized in conjunction with the Departments business divisions and is implemented using structured project and software development life cycle methodologies.
Knowledge, Skills And Abilities / Competencies
- Thorough knowledge and demonstrated experience with mainframe environments, mainframe software development, and COBOL
- Demonstrated experience with CICS, Easytrieve, JCL, TSO/ISPF, DB2, SQL, Z/OS, and MVS
- Knowledge of Systems Development Life Cycle (SDLC) methodologies, and the tools and techniques used in all phases of the SDLC
- Demonstrated experience in Project Management
Management Preferences:
- Experience with INSTALL/1
- Experience working in an environment utilizing the ITIL framework
Minimum Education And Experience Requirements

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; or High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
